What finances power?

Territory and prestige do not pay obligations by themselves. Governing a large political order requires people, food, transport, administration and revenue. The resource base must support continuing commitments as well as the initial expansion. A system can appear powerful while consuming the reserves that make future choices possible.

Separate resources obtained once from resources that can be renewed. One-time gains can fund entry into a new territory, but recurring obligations require recurring capacity. Extraction that damages productive activity may increase immediate receipts while weakening the base for future revenue. This is a question to investigate with evidence, not an assumption that every tax or transfer has that effect.

The centre’s financial position and the population’s welfare are different measures. A treasury can benefit while households lose security or autonomy. Assess both. An analysis that counts only the centre’s receipts may describe domination accurately but cannot establish shared prosperity.

In a business application, distinguish accounting profit from cash available after operating needs and investment. Map each new commitment to the resources that will sustain it. Avoid importing modern free-cash-flow accounting into ancient history as though the measures were directly comparable. Use cash coverage for your company and historically appropriate evidence for an empire.
