Who benefits, and who pays?

A system may produce roads, trade and administrative capacity while imposing dispossession, forced labour, repression or unequal rights. Counting benefits alone gives an incomplete account. Counting only the centre’s gain can hide the distribution of costs.

Create a benefit-and-burden record. Identify each affected group, the claimed benefit, the actual outcome and the burden imposed. Keep evidence separate from inference. Historical accounting is often incomplete; acknowledge missing records rather than inventing precision.

Our value proposition is a standard for responsible leadership, not a defence of imperial rule. Useful infrastructure does not erase coercion. Longevity does not settle whether a political order was legitimate. An honest assessment can recognize a material benefit while still identifying domination and harm.

For a business decision, measure the result for customers, employees, partners and owners. A cheaper operation that shifts excessive risk to suppliers may deliver a temporary gain but damage continuity. Test whether those bearing a burden have a voice and whether the arrangement can be improved. One outcome verified with its recipients is more informative than a broad claim of value creation.
