When do commitments exceed capacity?
Overreach is a mismatch between commitments and the capacity to fulfil them. It may concern resources, attention, administration, supply or political support. Size alone does not prove overreach. A smaller system can be overloaded and a larger one can retain substantial flexibility.
Look at the marginal commitment. What additional burden does the next expansion create? What must be postponed to support it? Which existing obligation becomes harder to meet? If these questions have no answer, the headline benefit may conceal the real cost.
Set warning thresholds before the crisis. For a business, these might include cash coverage, service reliability, management workload or the number of unresolved obligations. The thresholds must reflect the organization’s actual circumstances. They are not a universal formula for predicting imperial collapse.
Reducing scope can preserve strategic freedom. Stop a low-value commitment, negotiate a smaller obligation or defer the next expansion. These decisions may feel less prestigious than announcing growth, but they can protect the capacity to serve existing stakeholders. Decide what evidence would justify resuming expansion and who will verify it.
