Why do people accept authority?

Authority can rest on consent, habit, material benefit, tradition, fear or combinations of these. Compliance alone does not reveal trust. People may obey because resistance is dangerous or because they have no realistic alternative.

To assess legitimacy, ask whether people can express disagreement safely and whether institutions respond to it. A leader surrounded by agreement may receive less useful information than one exposed to criticism. Silence can indicate satisfaction, but it can also indicate exclusion. Treat it as an unresolved signal until you have evidence.

Trust becomes more credible when promises are specific and performance is observable. It weakens when the centre claims common benefits while ignoring local losses. Repair requires listening, admitting a failed commitment and changing the practice responsible. Messaging by itself cannot establish legitimacy.

For an organization, use several signals: voluntary retention, repeated cooperation, resolved complaints and feedback from people with less power. None is a universal trust score. Together they can reveal whether relationships are improving. Ensure that feedback collection does not punish the person reporting a problem. Select one promise that matters to the affected group and make its delivery visible.
