Can reform restore legitimacy and performance?

Renewal requires more than replacing names at the top. If the same incentives, information failures and unfulfilled obligations remain, new leaders inherit the same problem. Diagnose the mechanism that prevents useful action, then change that mechanism.

Renewal is conditional, not inevitable. Some political orders cannot preserve their form while meeting the demands of the people they govern. Peaceful separation or a different institutional settlement may be a better outcome than restoring the centre’s control. Our framework evaluates human and institutional outcomes, not the survival of an empire at any price.

Reform should have a concrete recipient and a measurable result. Identify whose experience must improve. Define an action that can be implemented, a responsible owner and a review date. Test in a bounded setting when that is appropriate. Listen for adverse effects as well as progress.

In a business, begin with the blocked customer or employee journey. Remove one unnecessary approval, correct one incentive or restore one failed service commitment. Avoid adding a new committee to a delay problem unless it actually improves decisions. Scale the reform only when evidence shows that it works and the organization can sustain it.
